HPERC Declares APPC for 2015-16

The Himachal Pradesh Electricity Regulatory Commission (HPERC) recently came up with its order on the Average Pooled Power Purchase Cost (APPC) for the financial year 2015-16.

The definition of APPC followed by HPERC is in line with the CERC definition and can be read as:

Pooled Cost of Purchase means The weighted average pooled price at which the distribution licensee has purchased the electricity including cost of self-generation, if any, in the previous year from all the energy suppliers long-term and short-term, but excluding those based on renewable energy sources, as the case may be.”

The APPC for the financial year 15-16 has been determined as Rs. 2.31 per Unit, by the commission which shall continue for further period with such variation or modification as may be ordered by the Commission for the next financial year.

The APPC for FY 15-16 is 3.12% higher as compared to the APPC of FY 14-15.The graph given below depicts the APPC’s determined by HPERC over last four years and how the APPC rates have increased over the past three years :

HPERC Approves Procedure for Short Term Open Access

The Himachal Pradesh Electricity Regulatory Commission (HPERC) has approved the detailed procedure for the short term intra state open access in its order dated 19th September 2014. The Order has come in effect from the date of order.

HPERC Declares APPC for FY 14-15

Himachal Pradesh Electricity Regulatory Commission (HPERC) in latest order dated 28th August 2014 has finalized the Average Pooled Power Purchase Cost (APPC) for the financial year 2014-15.

The definition of APPC followed by HPERC can be read as – “Pooled Cost of Purchase means The weighted average pooled price at which the distribution licensee has purchased the electricity including cost of self-generation, if any, in the previous year from all the energy suppliers long-term and short-term, but excluding those based on renewable energy sources, as the case may be.”

The APPC for FY 14-15 has been determined as Rs. 2.24 per Unit, which is 3.2% higher as compared FY 13-14.

APTEL’s verdict on inclusion of Banked Energy in accounting APPC

Appellate Tribunal for Electricity (APTEL) in a judgment on 01st July 2014 has dismissed a petition filed by Himalaya Power Producers Association (Association of persons who are involved in the development and promotion of hydro power projects in Himachal Pradesh).

The summary on the petition and the judgement can be found in below mentioned points:

  • The Association through petition requested before APTEL that the State Commission has erroneously included electricity procured through banking (banked energy) for the calculation of Average Pooled Power Purchase Cost (APPC) for FY 13-14.
  • The Association argued that such inclusion of Banked energy in the determination of APPC leads to an artificially reduced APPC, which is threatening the Renewable Energy Generators in the state.
  • After hearing all the respondents, the Tribunal dismissed the appeal of the Association saying that the state commission has legally and correctly included the banked energy in the determination of the APPC for FY 13-14, citing regulatory reasons in support of the method followed by the state commission.

This order also gives a detailed insight into what is Banking of Energy, and its effect on calculation of APPC.

Himachal Pradesh proposes APPC for FY 2014-15

HPSEBL has filed a petition before Himachal Pradesh Electricity Regulatory Commission (HPERC) seeking APPC determination for FY 2014-15.

The definition of APPC followed by HPERC can be read as –

The weighted average pooled price at which the Distribution Licensee has purchased the electricity including cost of self generation, if any, in the previous year from all the energy suppliers, long-term and short-term, but excluding those based on renewable energy sources, as the case may be.

HPSEB has proposed the APPC as Rs. 2.24 against the current APPC of Rs. 2.17, and has requested to approve the same APPC for FY-14-15 effective from 01 April 2014.
